This is how I setup my Chat System. You might set it up differently but this guide will teach or give some ideas on how to setup your Chat System.
Lets begin.
First we have to unlock Chat System. The unlock icon is at BOTTOM RIGHT
Notes: There are only 2 buttons that can select channels, the All and General buttons.
RIGHT click on All button, and a popup will appear.
Here is a picture of how it look like.
Now set the All and General channel like the picture below. Click and make sure the channel with the RED DOTS is selected.
Next we want to DRAG OUT the All channel. LEFT click on All button, hold that LEFT mouse button and drag it UPWARD. Like in this picture.
This is a picture of the All channel after you drag it out and position it nicely.
Now do the same for the General button. LEFT mouse click, hold that left mouse button down and drag/move it upward and position it like in the picture below.
Then click the party button below to set the bottom chat windows to Party.

This is how the Chat system will look like after you follow the instruction above. Picture tell you what each chat windows display. You can move and arrange it the way you like. Remember to lock it once you have set it the way you like it.
ADDITIONAL TIPS: CHAT COMMAND
Below are some of the Chat Command.
Type the command and press Spacebar and you will be in the channel you want.
All > /All /a (Note: /All NOT /all)
General> /General (Note: /General NOT /general and /e is not working)
Party> /Party /p
Guild > /Guild /g
Whisper> /Whisper playername (Note: /w is not working)
Squad> /Squad (Note: /s is not working)
